		<description>Shk Zayed died a couple of years ago so I doubt if it is a long drawn out plan. He was the ruler of the UAE and the leader of Abu Dhabi/ Dubai is just one of the Emirates, and does not in ANY was represent the entire UAE (7 emirates in all). 

Shl Zayed and Shk Mohammed, the current ruler of Dubai are actually among the most repected rulers in the world. Shk Mohamed made the top ten on a Time list recently.

The article says nothing about the donar being linked with the government, or having anything to do with the deal. This wasn't really a personal gift, and I doubt Bush cares very much about his liberry being well stocked anyways, so it's a pretty big leap to make just based on this that the port company or the donar is now going to buy go "secretly" buy off Congress, with half the world watching, and clever folk like you poking around. 

The operative word in the article though is "one million dollars *or more*, so maybe a background check on Mr. Zayed Bin Sultan al Nahyan might turn something out. This could turn out to be a long-planned buyout, maybe in the billions... or this Mr. Zayed Bin Sultan al Nahyan could just be a really nice guy.</description>
